Should I opt for mim or gain some experience

Dear sir, it's becoming very difficult for me to choose between MIM or MBA. The thing is I have done bachelor's degree in civil engineering in india and I have spent some time studying for government exams here in India. It's been 8 months since I graduated and now I feel that I should look to do something else. I am confused to choose the right career path. I believe that age factor does matter after some time in your life. I don't want to Waste my age. And for Mba I need experience which I dont have. My age is 23 years as of now. Is MIM WORTH taking the risk for an Indian student? What are the job opportunities in Europe. And being a civil engineer we only get site jobs which are way too tiring and I am probably not up for it. And what kind of experience do we need to have? I am really confused and I need to take a call ASAP. Or should I carry on preparing for my government exam which are conducted probably 2-3 times in a year. Please reply sir.
